农业农村时空数据服务平台建设思路与实践

目的]为做好政务信息资源的有效利用,发挥政务数据的应用价值,文章探讨通过建设农业农村时空数据服务平台,实现农业农村政务信息资源汇聚、治理、可视化上图及应用,为农业农村政务信息资源的有效利用提供重要的参考借鉴。方法]以农业农村政务数据为基础,通过多年的探索和实践,提出了数据汇聚、时空化治理、可视化上图及业务应用的建设思路,总结了平台建设成效并对应用前景进行了展望。结果]通过有效的数据汇集和时空化治理,解决了数据资源汇集和数据标准化问题;通过可视化上图及服务应用,有效支撑了业务单位对数据的应用需求,将数据和服务可视化、在线化;经过探索实践,形成了聚数、看数和用数的工具,为政务信息资源整合和数据利用提供可复制的工具化手段。结论]政务数据是各部门较为重要的信息资源,通过农业农村时空数据服务平台的建设为政务信息资源的有效利用探索了一条可复制可推广的路线,为国家省级农业农村政务信息资源的有效利用提供了经验借鉴和工具参考。

CONSTRUCTION IDEAS AND PRACTICE OF NATIONAL AGRICULTURE AND RURAL SPATIOTEMPORAL DATA SERVICE PLATFORM

In order to make effective use of government information resources and give full play to the application value of government data, this paper discusses how to realize the aggregation, governance, visualization and application of agriculture and rural government information resources through the construction of national agriculture and rural spatiotemporal data service platform, which provides important reference for the effective use of agriculture and rural government information resources. Based on the agriculture and rural government data, through years of exploration and practice, this paper put forward the construction ideas of data aggregation, spatiotemporal governance, visualization and business application, summarized the effect of platform construction, and prospected the application prospect. Through effective data collection and spatiotemporal governance, the problems of data resource collection and data standardization were solved; through visualization and service application, the business application needs of business units for data were effectively supported, and the data and services were online; through exploration and practice, the tools of gathering, watching and using data were formed, which provided reference for government information resource integration and data docking. Government data is an important information resource for all departments. Through the construction of national agriculture and rural spatiotemporal data service platform, we can explore a replicable and popularized practice route for the effective use of government information resources, which can provide experience and tools for the effective use of agriculture and rural government information resources at the ministerial and provincial levels.
