长三角农业高质量一体化发展评价研究

[目的]农业高质量一体化发展是长三角经济高质量发展的重要内容,通过系统分析和评价,以期全面把握长三角农业高质量一体化发展的现状及短板,有针对性地提出对策建议。[方法]文章基于长三角一体化发展及乡村振兴等国家战略要求,创立一个由9个一级指标31个二级指标构成的农业高质量一体化发展评价指标体系,并采用指数加权汇总和产业变异系数测度方法,对长三角农业高质量及一体化发展状况进行定量分析。[结果]通过对长三角与京津冀等相关区域定量评价与对比分析发现,长三角农业具备更高质量一体化发展的良好基础,但在经营者素质、生产效率等方面质量不高,在市场开放、产业融合等方面一体化程度较低。[结论] 3省1市应按照问题导向,着力在农业科技创新、市场开放等方面加强协作,补齐短板,协同推进农业更高质量一体化发展,打造全国经济高质量发展的引领区。

RESEARCH ON THE EVALUATION OF HIGH QUALITY INTEGRATED DEVELOPMENT OF AGRICULTURE IN THE YANGTZE RIVER DELTA REGION

High-quality integrated development of agriculture is an important content of the high-quality economy development in the Yangtze River Delta Region. Using systematic analysis and evaluation, this research aims to understand and grasp the current situation and shortages of the high-quality integrated development of agriculture in the Yangtze River Delta Region, and put forward corresponding countermeasures and suggestions. Based on the national strategy of rural revitalization and the integrated development of the Yangtze River Delta Region, this research established an evaluation index system of high-quality integrated development of agriculture consisting of 9 primary indicators and 31 secondary indicators. The methods of index weighted summary and variation coefficient measurement were used to makes a quantitative analysis of the high-quality integrated development of agriculture in the Yangtze River Delta Region. Through the quantitative evaluation and comparative analysis of the Yangtze River Delta Region, the Beijing-Tianjin-Hebei and other related regions, it was found that the Yangtze River Delta Region had a good foundation for high-quality integrated development of agriculture, but there were some shortages in the quality of operators, production efficiency and other aspects, and the degree of integration was not high in market opening, industrial integration and other aspects. In summary, three provinces and one city should focus on strengthening coordination in agricultural science and technology innovation, market opening and other aspects, make up for the shortages, jointly promote the integrated development of agriculture with higher quality, and build a leading area for the high-quality development of national economy.
