城镇土地金融:内涵界定及框架设计

摘    要:推行城镇土地金融是中国经济转型发展时期创新城镇土地资本化路径的重要内容。在对城镇土地金融内涵界定的基础上,将城镇土地金融划分为政策性土地金融和商业性土地金融,主张以政策性土地金融参与宏观调控,并有效引导商业性土地金融,实现城镇土地资本化增值“涨价归公”,促进城镇房地产市场有序、稳定发展。

Abstract:Implementation of urban land finance is an important part of innovating urban land capitalization paths during economic transmission and development in China. On the basis of defining its financial connotation, the paper classifies urban land finance into policy land finance and commercial land finance, stating that policy land fi- nance gets involved in macro -control and effectively guides commercial land finance, helps to realize the added value of capitalization of urban land "rising prices returning to the public", and promotes the orderly and steady development of urban real estate market in China.
