后危机时代信用评级市场准入监管的国际比较

市场准入制度的缺失被认为是信用评级机构功能异化的诱因之一。经历金融危机洗礼的各国监管当局纷纷制定或完善监管立法，加强对信用评级市场准入环节的监管。对于我国而言，市场准入制度的不科学、不合理加剧了市场的过度竞争，严重制约我国信用评级市场培育和信用评级业的发展。当前，我国应立足实际，综合考量各种因素，尽快构建以注册制和限制性外资准入政策为主要内容的信用评级市场准入制度。

An International Comparison of Market Access Regulation of Credit Rating in Post-crisis Era

Lack of market access system is considered to be one of the causes for function alienation of credit rating agencies. The regulatory authorities that experienced the baptism of the financial crisis have to develop or improve the regulatory legislations and strengthen supervision over the market access of credit rating. As for China, unscien- tific, unreasonable market access system has exacerbated the excessive competition in the market and seriously re- stricted the cultivation of credit rating market and the development of credit rating industry. At present, it＇ s neces- sary for China to base on the reality of our country, comprehensively consider various factors, and build the credit rating market access system as soon as possible which focuses on the registration system and the mandatory policy of foreign access as its main contents.
