| 摘 要： | 城市管理综合行政执法部门（简称城管）在城市管理中所作出的贡献与其在工作中的整体形象不协调。城管形象危机的主要原因在于其自身的执法理念落后,人员综合素质不高、过多地使用强制力等。重塑城管形象必须更新执法理念、提高队伍素质、调整执行方式、建立沟通机制、完善绩效评价机制。
