摘    要:自中国20世纪放弃了计划分房制度后,在商品房的道路上行进,房价一路狂飙。政府不断运用各项政策手段给房价降温。1998年的国务院第23号文件就曾明确提出,中国要建立以经济适用房为主的住房供应体系。论述了中国房地产市场的政策之路,并就中国房地产市场制度的走向提出了建议。

Discussion on the System Design Direction of Chinese Real Estate
Abstract:Since last century abandoned plans,after commodity house housing system of marching on the road,prices have gone.The government has made repeated use policies means to cooling home prices.In 1998 the state council the 23rd file has clearly stated that China should establish with economy applicable room mainly of housing supply system.But unfortunately,ensuring the construction of housing,although it had been considering range,but the prices of its voice drowned demanded.The solution of the problem lies in a kind of system design,regarding the resident of two kinds of rich and poor people,apparently must adopt different problems of solution.Rich,responding to use its commercialization rules and create rich variety of commercial housing market,fully meet its various kinds of tricks to housing demand;For who,then must by the government to support the construction of affordable housing.Namely "business,safeguard two separate".
