临沂市贯彻实施《矿产资源法》情况调研报告

近年来,临沂市紧紧围绕经济社会发展大局,强化组织宣传,全面实施矿产资源规划,深入开展矿产开发秩序整顿,使矿产管理逐步规范,矿产资源储备保障能力提高,地质环境和群众安全得到了有效保护,有力地推动了《矿产资源法》的贯彻实施。工作中存在的问题:社会的矿产资源法制意识不高、河道采砂管理体制不顺,矿产资源储备和地质勘查工作相对滞后、矿山地质环境恢复治理进展较慢等。建议在工作中进一步严格执法,严厉打击非法采矿行为;政府协调理顺河道采砂体制,保护河砂资源;规范矿产资源储备管理;加快地质环境恢复治理,促进矿产资源可持续利用。

Findings Report on Implementing Mineral Resources Law in City Linxi

In recent years Linyi pay more attention to overall situation of social development,strengthen organization and propaganda of implementing Mineral Resources Law,implement mineral resource planning in an all-round way,deeply rectify the order of mineral development with the arm of accelerating management standardization of mineral resources and increasing gaurantee capacity of mineral resources,safeguarding geological environment and the people's interests and effective implementing Mineral Resources Law.At the same time in the work of implementing Mineral Resources Law exist some problems: people's legal sence to mineral resources is weak,there is not good management system at sand mining in the rivers,geological and peospecting work is behind the demands,the work of ecological rectification and recovery is proceeding slowly.The paper puts forward the next proposals: investigate and deal with cases of exploitation without licence severely;improve management system of sand mining in the rivers and protect sand resources;standardize the management of mineral reserves;accelerate the rectification and recovery of geological environment and promote sustainable use of mineral resources.
