寻求体制内缩小日益扩大的贫富差距

企业作为独立的生产经营单位,它与职工是通过劳动合同的形式确立双方的权利与义务,因此,劳动者与企业之间实际存在的是劳动雇佣关系。对由于劳动收入低下引发的贫富差距,采取增加社会福利支出,利用财政转移支付等手段并不能有效解决问题,体制外的调整不能代替体制内的解决方案。面对贫富差距的扩大,政府有必要采取适当的措施,对劳动力市场进行干预,形成有利于劳动者的就业市场,营造体制内有利于劳动收入分配的市场格局。

Narrow the Enlarging Gap between the Rich and the Poor through Inside-system Approaches

As an independent manufacturing unit, an enterprise signs contract with its employees to define the rights and responsibilities of the two sides. So there is an employment relationship between an enterprise and its laborers. For the gap between the rich and the poor due to low income, neither increase of social securities expenditures nor financial transfer payment can thoroughly eliminate the root cause of the gap because the outside-system adjustment can not replace the inside-system resolutions. Facing the enlarging gap between the rich and the poor, government shall adopt effective measures to intervene labor market so as to build a labor market favorable for employees and cultivate the market layout inside the system beneficial to the income distribution.
