| Abstract: | Based on the public goods theories, the author analyses the premise for the market- oriented process d the solid waste management industry, then analyses the organizational structure design of the solid waste management companies and their internal business flow as well as their comparison. Finally, the author studies possibility and characteristics of two charging carriers. |
