逆全球化和全球粮食安全思考

过去几十年全球一体化进程取得积极进展,然而,近期逆全球化思潮抬头,全球格局呈现出复杂多变的态势,国际贸易和投资以及人口与知识的流动均受到阻碍,给全球粮食安全带来了不确定性。全球营养不良人数在2015年以后连续呈增长趋势,回到了十年前的水平,2017年增加到8. 21亿人。本文回顾了逆全球化思潮和全球粮食安全现状,从国际贸易、对外投资、移民、知识共享、农业政策改革和全球治理等角度深入分析了逆全球化对全球粮食安全带来的挑战,探讨了未来如何应对逆全球化和实现全球食物发展可持续目标,提出了鼓励开放公平的贸易、支持农村发展解决冲突和被迫移民、增加技术创新研究、打破知识和信息壁垒以及加强全球治理等具体政策建议。

Antiglobalism and Global Food Security

The global integration achieved great progress in the last decades. However, the arising antiglobalization sentiments dampen the prospects for global food security. The hunger and food insecurity shows upward trend in recent years. This paper reviews the recent growing antiglobalization trends and global food security status, analyzes how current changes in the flow of goods, investment, people and information impact on global food systems, and explores how to minimize the negative impacts and achieve the goals of food security and nutrition sustainably, and finally provides several suggestions.
