在新一轮经济增长周期,能源对经济增长产生了新的制约。“十一五”期间及2020年之前,能源供应、提高能源效率、环境保护、石油安全及能源产业机制等尚存在诸多问题。从政策面及宏、中观角度切入,提出2020年之前能源发展的思路,以及若干政策建议与措施。

The Supply Pattern of Energy Sources During the 11~(th) Five-Year Plan Period Even before the Year of 2020

With the coming of a new round of economic growth,the shortage of energy resources has become more serious and greatly restricted economy growth.There are many problems to handle during the 11~(th)five-year plan period,even be- fore the year of 2020,for example,the supply of energy,the enhancement of the effiency of energy utility,the protection of envirment and the operation mechanism of energy industry.This article brings up some valuable ideas about energy devel- opment from the macro angle as well as from the middle and policy angle,besides,the author accorodingly puts forward a lot of suggestions and countermeasures to deal with these problems.
