| 摘 要： | 构建公共服务型政府的相关理论研究起源于西方国家20世纪80年代后期在特殊社会背景下催生的新公共管理理论与新公共服务理论。我国学术界从20世纪80年代中期开始就关注这方面的研究,而且服务型政府概念的提出是中国学者的专利。根据我国关于构建公共服务型政府的要求和目标,文章以陕西省为例,对构建公共服务型乡镇政府的必要性,目前形势下存在的主要问题及其原因,以及构建公共服务型乡镇政府的对策与建议进行了初步理论分析与探讨。
