论公平分配的实现过程

公平分配的实现状况直接关系到和谐社会建设的成败,正确地认识公平分配的实现过程至关重要.现阶段,解决公平问题的重点在初次分配,而不是所谓的二次、三次分配.实现公平是一个渐进的过程,要分阶段按层面进行,不能一刀切,大体可以分为三个阶段、两个层面.由于涉及问题众多,涉及部门无数,每一个问题、每一个部门均有不同特点,所以解决分配问题要形式多样,没有固定的模式.
