| 摘 要： | 从公共职责理论看，官员问责制并不仅是一种追究官员失职责任的制度，其目的是通过外部控制机制遏制官员的道德风险，促使其忠实履行职责。这在客观上要求必须有合法多元的问责主体、过责相当的问责类别、明确规范的问责程序。

| Abstract: | By the look of public duty theory,the system of affix responsibility of officials is not merely a kind of system of investigating the responsibility of officer's dereliction.Its purpose is to contain officers' moral risks through the external controlling mechanism,impel them to fulfill the duty faithfully.This system objectively require that affix responsibility subject legal and plural,affix responsibility classification with equal fault and responsibility,affix responsibility procedure clear and normative must be provided with. |
