对铁路站车群体性事件处置战术的研究

由于铁路在国民经济发展中所处的特殊位置，它往往成为群体性事件的聚焦点，闹事群体采取冲击铁路、拦车断道、聚众上访等方式，向路地党政有关部门乃至中央施压的群体性事件呈逐年上升趋势。研究探索有铁路公安特色的铁路站车群体性事件处置新战术、新方法、新预案，运用处置战术，对于预防和处置铁路站车群体性事件、打造平安铁路站车具有十分重要的现实意义。

A Study of the Disposal Tactics of Group Events on a Train or a Station

Due to its special position in our national economic development, railway usually becomes the focus of group events which have been increasing year after year. The offensive groups bring pressure to the related departments, Party organs or even the central authorities by attacking railroads, stopping trains, appealing in groups to the higher authorities for help, and taking the train without ticket, etc. This paper discusses the present disposal countermeasures and tactics of group events on railway, and studies some new tactics and preliminary plans for the disposal of group events as well. The use of disposal tactics plays an important role in preventing and disposing railway group events, which will help to make secure railway stations and trains.
