我国机关事业单位与企业职工养老制度的统筹问题研究

我国现存的城镇＂二元＂养老保险制度存在多种弊端,已经不能适应社会主义市场经济发展的需要。客观审视我国城镇＂二元＂养老保险制度存在的诸多问题,有助于破解城镇养老保险的发展困局,对完善我国社会保障体系具有重要的理论和现实意义。我国已具有统筹城镇＂二元＂养老保险制度的必要性和可行性。为此,有必要借鉴国外统筹的经验,推进我国城镇＂二元＂养老保险制度的统筹。

Study on The Co-ordination of The Old-age Pension Insurance System of State Organs And Institutions And The Enterprise Workers

The current ＂binary＂ old-age insurance system is plagued with a variety of defects,which have been unable to meet the needs of socialist market economy.An objective look at the defects could help crack the development dilemma and has importantly theoretical and practical significance to the improvement China＇s social security system.There exist the necessity and feasibility of the co-ordination of the ＂binary＂ old-age insurance system.Therefore,it is necessary for us to learn from the co-ordination experience of foreign countries and promote the co-ordination of China＇s urban ＂binary＂ old-age insurance system.
