摘    要:石油石化行业是一个需求和价格的波动幅度都比较大且比较频繁的行业,传统的局部测算工具已经无法适应大型炼化一体化石油公司的整体业务链运营。重组后的中国石油实现了上下游、产供销、内外贸一体化的运营格局,迫切需要科学、量化的决策辅助工具来合理解决资源配置、炼化生产与市场布局的优化问题。大型线性流程优化模型系统立足中国石油总部层面,涵盖了141种原油、69个炼厂、31个成品油销售市场,可对进口原油油种、国内资源配置、成品油流向等进行优化设置。优化模型系统经过进一步的功能拓展还可实现影子价格分析、瓶颈因素分析,能为大型投资项目、战略规划等提供量化的辅助决策依据。

Abstract:petrochemical industry is a field with large-ranged and frequent price fluctuation of both The traditional partial measuring tools are no longer applicable for the whole business chain operation of large-scale refining and chemical integrated petroleum enterprises. The restructured PetroChina realized a business pattern of integration of up and down stream, production, supply and marketing, domestic trade and international trade, which is in urgent need of scientific and quantized auxiliary tools for decision-making to rationally resolve the problems of optimizing resource configuration, refining and chemical production and market layout. The large-scale linear flow optimization model system stands on the foothold of headquarter layer of PetroChina with a coverage of 141 kinds of crude oil, 69 refining plants, and 31 finished oil sales market, which can optimize the types of imported crude oil, configuration of domestic resources and flowing trend of finished oil. The optimization model system can also make shadow price analysis and bottle- neck factors analysis after further expansion of functions, and can provide quantized auxiliary basis for deci- sion-making of large investment project and strategic programming
