基于伙伴关系的项目风险管理研究

当前我国现代化建设中各类风险事件时有发生，对国民经济造成了巨大损失，加强风险管理已成为国家的重要方针。调研结果表明，提升项目风险管理水平已成为我国工程建设行业面临的重要课题，并且需要项目参与各方合作管理共同风险。鉴于伙伴关系模式能最大程度地整合资源，有助于相关组织的革新、学习和提高效率，本研究创建了基于伙伴关系模式的项目风险管理模型。该模型系统地描述了伙伴关系应如何组织风险管理体系，以及项目风险管理和评价与激励之间的紧密结合，使项目参与各组织通过资源最优化配置提升项目风险管理水平。

Partnering-based Project Risk Management Research

Due to the great loss to the state economy resulted from a variety of incidents, enhancing risk management has become a national policy. Survey results of this study show that improvement of risk management is urgent to the construction industry, and there is a need to establish a mechanism for project participants to manage their common project risks. Because partnering has the potential to encourage project participants to make maximum contributions to achieving the completion of a successful project, this study develops a partnering-based project risk model. This model systematically describes how partnering should be combined with organizational structure, performance measurement, incentives and project risk management, which is able to facilitate maximum utilizing the resources of all participants to improve project risk management.
