| 摘 要： | 文章借鉴国内外风险研究成果,提出了高速公路经营主体行为风险的定义,阐述了指标体系的构建基础,进而从主体行为的角度对政府、高速公路经营公司、竞争者及道路使用者的行为进行分析,构建出一套适用于高速公路经营预警的风险指标体系。

| Abstract: | Based on the results of domestic and international risk study, a risk definition of subjects' behavior in the operation of expressway is proposed in this paper, then analyzing some key elements and Conditions for a risk index system of the subjects' behavior to be constructed, and taking the four subjects' behaviors into consider in the point view of behaviors of government?expressway company?competitor and road users, after these, a risk index system of early-warning to the operation of expressway is constructed. |
