日本抗灾体制及其启示

日本是一个自然灾害多发国家,但它有一套比较完善的抗灾机制。从政府到一般普通民众,他们对灾害的预防和实施救援,都有一个明确而系统的流程;日本政府从平时培养民众抗灾意识做起,在抗灾的"硬件"和"软件"上都做了充分准备,可以比较有效地应对灾害,其启示值得深思。

Japan against disaster's system and inspiration

Japan has a fairly sys tem of fighting natural calamities, though calamities frequently hap-pen in this country. From govern-ment to common citizen, they have clear and systematic program to guard against calamities and res-cue. Japan government takes train-ing citizens to cultivate con-sciousness of guard against calami-ties as basic construction. And on it, Japan has built "hard power" and "soft power" in its system of fight-ing natural calamities, in order to deal with natural calamities effec-tively. This experience is a good enlightenment to us.
