| 摘 要： | 政府采购的双重属性决定供应商权利救济体系的多重性、复杂性。供应商权利救济体系的不完善,导致供应商权利救济障碍。解决途径是完善行政救济的实体和程序,依据《民法》和《行政法》原理构造具有联系性、协调性和明确性的供应商权利救济体系。

| Abstract: | The remedial system to supplier of government procurement is multiple,complex and imperfect which leads to the obstacles to the supplier's protection.The solution is to complete the remedial system to be a contact,coordination and clarity structure on the basic theory of civil and administrative law. |
