失地农民养老保障体系中的地方政府行为分析

随着征占农村土地的力度越来越大,失地农民越来越多,虽然地方政府是失地农民养老保障最大的供给者,对养老保障制度的建设起着主导性的作用,但是失地农民养老权益缺失的问题却越来越严重。原因主要体现在地方政府征地补偿标准太低且落实不到位,地方政府养老保险制度建设不到位,地方政府财政兜底压力比较大等方面。应建立失地农民养老保障体系,健全失地农民养老保障机制,规范地方政府行为,并对其进行科学定位。

Analysis on the Behavior of Local Government on Pension Security of Farmers Losing Land

With the constant requisitions of land in countryside,more and more farmers lose their land.The local governments,the main suppliers of pension security for the farmers losing land,take the leading function on the construction of pension security system,but the problem is increasingly serious that rights and interests are lack of the pension for farmers losing land.The reasons are that local government offered lower compensation standard for requisitions of land but didn't carried out,the pension security system didn't build properly,and financial pressure was serious.Hence,the government should establish pension security system for farmers losing land,perfect their pension security mechanism,standardize the behavior of local government,and locate the system scientifically.
