“粤港澳特别合作区”战略的理论基础与框架构想

粤港澳传统“前店后厂”的合作模式越来越不适应新形势下粤港澳区域经济一体化发展的要求。尽管CEPA使香港与内地关系越来越紧密，但仍不能满足粤港澳特定区位所要求的区域经济整合。而“粤港澳特别合作区”正是发展三地特殊合作关系的途径，是珠三角城市群一体化的必然结果，也是泛珠三角以及中国-东盟自由贸易区的最终形成的必由阶段。基于此，本文分析了“粤港澳特别合作区”形成的现实基础、必要性、存在的困难以及发展的目标模式和路径等问题。

Theoretical Basis and Framework of Great Guangdong-HongKong-Macao Cooperation Area Strategy

With the economic development,HKSAR-Guangdong-MSAR's traditional cooperation model "Shop in the front and plant at the back" can't meet the requirements of regional ecomomic integration under new situation though CEPA makes HongKong have a closer relationshiip with the mainland.The idea of HKSAR-Guangdong-MSAR Special Cooperation Zones is just based on their special regional economic cooperation relationships.The thesis mainly researches HKSAR-Guangdong-MSAR Special Cooperation Zones' realistic basis and necessity of forming,the difficulty of existence and the model and route of its development.
