建设项目工程造价控制是一个贯穿项目建设全过程的、复杂的系统工程，从项目立项和可行性研究阶段、设计阶段、实施阶段和竣工结算审核阶段入手，探讨如何有效地控制高等学校建设项目的工程造价，并提出了提高建设项目投资效益的措施。

| Abstract: | The construction cost control runs through the whole course of the engineering project construction. This paper expounds the measures for the construction cost control in the decision and investment stage, design stage, construction stage and final completion stage. It is helpful for the capital construction administration in Chinese universities. And it will cut down the construction cost and increase investment efficiency. |
