| 摘 要： | 该文根据高产创建项目的核心要求,设计了投入/产出评价指标,运用数据包络分析,构建了项目实施水平的量化评价方法,并运用该方法分析了小麦、玉米高产创建项目的实施情况。研究发现:实施高产创建项目,不断提高技术到位率,内涵式发展粮食生产的潜力很大;在各种技术推广方式中,物化技术推广目前对提高技术到位率最为有效;从项目实施的整体情况看,限制项目成效提高的主要因素是投入不足;提高项目成效,省级的重点工作是整合资源、增加投入,县级则是提高项目实施的管理水平。

| Abstract: | Aiming at the objectives of the high yield project,this paper designed the input / output evaluating index.A quantitative method constructed by data envelopment analysis was adopted to evaluate the level of high yield project of wheat and corn implementation.The results showed that there was huge potential to enhance the grain yield through improving the techniques;embodied technology was the most useful method to popularize agriculture technique;the inadequate input of the high yield project limited the technical efficiency improving.Finally,this paper suggested that,for improving effectiveness of the high yield project,the key work was to improve the management level for county level and to increase investment for province level. |
