| 摘 要： | 本文首先对反公共品基本理论进行了阐述，并通过经典案例进行分析，探讨了如何来解决“反公共地悲剧”问题；其次用反公共品理论对转轨过程中我国国有企业和非国有企业的产权状况进行了考察，从而对当前国资体制的变革的必要性给出了一个新的解释。

| Abstract: | At first,this paper explains the basic theory about"the anticommons",analyzes it with classic cases,and probes how to deal with the problem"tragedy of the anticommons".Secondly,it studies the property rights about the state-owned enterprise and non-state-owned enterprise through the theory and puts forward a new explanation about the necessity of reforming the state-owned property management system. |
