| 摘 要： | 针对主流寻租理论在寻租活动分析中基于的前提假设和分析方法存在不完善之处，结合我国普遍存在的政府运用“租金政策”有效干预企业运行的现象，提出了政府“善意创租”的观点；阐述了在特定政治、经济条件下，发展中国家政府实行“租金导向”政策，对提高企业运行效率和促进经济发展的积极作用。

| Abstract: | Based on the analysis of the source of rent and the widely existing practice of applying rent policy to efficiently intervene business operation in China, the essay advances its own views on government's "Bona-fide Rent Creation", suggesting that implementing rent-oriented policy in developing countries would have a positive effect on raising the efficiency of business operation and promoting the economic growth. |
