| Abstract: | The imbalance problem in the progress of community service development are concluded in this paper in personnel, service facilities, service project, resident participation and the resource utilization and so on. Also, this paper suggests that these problems are due to irrational institution arrangement of community services. Accordingly, it analyzes the problems from the view of institution and provides corresponding suggestions. |
