| 摘 要： | 人们从长期实践中逐渐深刻认识到科技进步在发展经济、增强国力及提高国际竞争力中发挥着不可替代的重要作用。随着科技进步在创造人类物质文明和精神文明方面的地位日益提升,如何采取科学有效的财政政策措施以促进科技进步已成为各国潜心研究的课题。十六大报告为中国经济社会的未来发展勾勒了在本世纪头20年全面建设小康社会的宏伟蓝图。毋庸置疑,科技创新、科技进步在实现这一奋斗目标中的作用将再次凸现,本文将在分析我国现行促进科技进步的财政政策基础上,探讨其发展趋势。

| Abstract: | One kind of switch processing unit(SPU) realization scheme is introduced. The SPU is used in multipoint control unit(MCU)of video conference. The hardware structural design, hardware interface,working principle and the software realization of SPU are described . The command and respond information used between the SPU and the the processor is also explained in this paper. The SPU made according to this scheme has the functions of switching video, audio and data,controlling multipoint conference,locking system clock and selecting maximum voice? |
