| 摘 要： | 在对2003年杭州市出现的四大旅行社联合体调研的基础上，分析了旅行社联合体的性质，旅行社联合体是战略协议联盟，而非卡特尔，其协议是限制竞争协议，但具有合法性，然后对其可能的反竞争行为进行了探讨，进而提出了法律上的规制方式。

| Abstract: | Based on the investigation on four travel agency consortiums in Hangzhou, this article analyzes the nature of travel agency consortium which is strategic alliance, not cartel and its agreement which is lawful agreement restricting competition, then gives some legal regulations on its possible anti-competitive acts. |
