Reform resistance and its resolution to urban fire governance

Urbanization and the expansion of fire control function are both demanding urban fire governance,but there are a lot of resistance factors,which come from the individual behavior and private space of citizen,the purpose of benefit maximization of business organizations,the weakness of objective environment and management ability of communities,the end and defensive role of fire departments,and the noncooperation of other government departments.In order to realize urban fire governance,some measures must be taken,such as perfecting basic legal system of urban fire governance,clearing the relationship between government and market according to the system,designing long-standing scientific operation mechanism,and strengthening the community-based governance platform.
