| 摘 要： | 关于“恐怖主义”的法律定义不仅在理论上存在着巨大的分歧，也是当前制定全面反恐公约面临的一个主要难题。一些词典、学者、国内法、国际条约分别都对“恐怖主义”进行了定义，但定义各不相同，分歧产生的主要原因在于定义制定者在政治利益和价值取向上的差异。尽快统一对“恐怖主义”法律定义的认识，已经成为反恐怖主义国际立法和国际合作的首要任务。
