| 摘 要： | 河南农民增收难一个重要原因在于农业和农村经济结构不合理,农业生产要素质量差、层次低。调整农业和农村经济结构、增加农民收入必须以提高质量效益为中心,以增强农产品竞争力、促进产业升级为重点,同时,还应制定相应措施,才能取得成效。

| Abstract: | The principle difficulty for peasants to improve their income is the unreasonable agricultural and rural economic structure; with low quality production materials contribute to it. It should be quality and benefit orientation to adjust the foresaid structure, promoting industry upgrade through improving products competitiveness. |
