陕西省高新技术产业知识产权创造能力评价研究

高新技术产业知识产权创造能力是决定区域自主创新水平、提升区域经济竞争实力的关键因素，陕西省高新技术产业知识产权在实现数量质量双提升的同时，也面临关键领域资金和技术投入不足、部分指标增速放缓等问题。结合知识产权创造评价理论及陕西现实状况，构建了包含4个层面、21个指标的评价指标体系，运用因子分析法与中国内地其它30个省市进行比较分析。最后，提出了提升陕西高新技术产业知识产权创造能力水平的努力方向。

Study on the Evaluation of Intellectual Property Creation Ability of High-tech Industry in Shanxi Province

The intellectual property creation ability of high tech industry is the key factor to determine the level of regional independent innovation and economic competitiveness. Shanxi province high-tech industry intellectual property rights in the implementation of the quality of the double upgrade, but also faced with the key areas of funding, inadequate investment, some indicators of growth slowdown and other issues. Combined with the theory of intellectual property creation and the reality of Shanxi, to construct evaluation index system of level 4 and 21 indicators, using the factor analysis method to compare with other 30 provinces and cities, the comparative analysis is made on the level of intellectual property creation ability. According to the above, the main directions of the development of intellectual property of Shanxi high tech industry are raised.
