生态文明建设视角下国家可持续发展实验区资源配置评价

建设国家可持续发展实验区是实施可持续发展和生态文明建设的重要战略，对实验区资源配置效率进行科学评价可以为其提供重要决策依据。以生态文明建设为主线，兼顾社会经济发展目标，从优化国土空间格局、自然生态环保、资源节约提升及生态文明制度建设4个方面，统筹建立国家可持续发展实验区资源配置效率评价指标体系，运用数据包络分析方法构建国家可持续发展实验区资源配置效率评价模型，对实验区资源配置效率进行纵向和横向两个维度的评价。以湖北省国家可持续发展实验区资源配置为例进行实证分析，验证了模型有效性，可为衡量和提升国家可持续发展实验区建设水平提供决策参考。

Resource Allocation Evaluation of National Sustainable Development Experimental Zone Based on Ecological Civilization Construction

To establishment of national sustainable development experiment zones is a significant strategy to realize the ecological civilization construction and sustainable development. It is crucial to have scientific evaluation of resource allocation efficiency in experiment zones to increase decision quality. This paper establishes a comprehensive index evaluation system which take the construction of ecological civilization as the main line, combined with the ecological civilization construction and social economic development purpose from four aspects of optimizing the pattern of land and space, the natural ecological environment protection, enhancing the resource conservation and the construction of the ecological system. The data envelope analysis method is applied to build an evaluation model for evaluating resource allocation efficiency from vertical and horizontal dimensions in experimental zones. The Hubei Province national sustainable development experiment zones are taken as an example to carry on the empirical analysis. It can be drawn a conclusion that the model is valid which can provide reliable decision reference for the measurement and improvement of the level of the national sustainable development experiment zones.
