我国传统的高投入、高消耗、高排放、低效率的增长方式,使资源难以为继,环境难以承受。建设资源节约型和环境友好型社会要走新型的工业化道路,合理构筑产业结构和增长方式,改变消费形式,强化保障体系,从根本上缓解资源约束矛盾,减轻环境压力,以资源的高效利用促进资源节约型和环境友好型社会的健康发展。
