科学实施土地利用总体规划,促进区域经济可持续发展

文章分析了区域经济发展与土地资源利用的互动关系;在此基础上,指出了上一轮土地利用总体规划实施过程中存在的编制科学性差、调整频繁、实施保障措施贫乏等方面的问题;提出了科学编制土地利用总体规划、完善规划实施保障体系、做好规划协调工作、维护规划严肃性等建议,并指出在促进区域经济可持续发展中,尤其要重视保护耕地、集约节约利用土地、保护土地生态环境、加强土地开发整理。

IMPLEMENT GENERAL PLANNING OF LAND USE SCIENTIFICALLY AND ACCELERATE SUSTAINABLE DEVELOPMENT OF DISTRICT

The article analyzed the interactive relation between the district development and the land resource use first, based on this, the problems in the process of implementing general planning of land use have been pointed out, including methods of planning, adjusting of planning and the measures to put guarantee in planning etc. Then put forward some advices, for example, draw up the general planning of land use scientifically, perfect the system that put guarantee in implementing of planning, harmonize planning and maintenance of planning's seriousness etc. At the end, the article particularly suggested to protect farmland, intensive and saving to make use of land, protect land ecosystem environment, Land consolidation and rehabilitation.
