| 摘 要： | 循环经济是一种全新的经济发展模式,该模式的确立和发展有赖于立法的推动。循环经济立法的核心在于,为循环经济提供基于人性的全面而有效的激励工具。这些工具至少应当包括产权、矫正性税收和补贴、成本、资金和需求、信息及对政府的激励。

| Abstract: | Circular economy is a new model of economic development. The establishment and development of the model depends on the development and perfection of legislation. Based on the basic human nature, the heart of the legislation provide comprehensive and effective incentive tool for the circular economy. These tools should at least include property right, corrective taxes and subsidies, demand, information, and government incentive. |
