湖南省莽山水库PPP项目建设经营模式探索与实践

湖南省宜章县莽山水库作为社会资本参与国家重大水利工程建设运营第一批试点项目,目前已全面进入建设阶段。项目采用PPP模式建设经营管理,在吸引社会资本参与水利工程建设方面进行了有益的探索。对莽山水库目前实施的具体情况进行简要分析,论述了莽山水库运作PPP模式的机制、效益及其经验,提出了具体建议,对今后实施PPP模式水利工程建设具有一定的参考价值。

Exploration and practice of construction management mode of PPP project of Mangshan Reservoir in Hunan Province

Mangshan Reservoir in Yizhang County of Hunan Province is one of the first-batch pilot projects withsocial capital invested in construction and operation of the national major water conservancy projects and has entered the construction stage. The project takes construction management of PPP mode, and attracting social capital to participate in water conservancy projectsis explored. The current implementation situation of Mangshan Reservoir is analyzed. The mechanism, benefits and experience of PPP mode of Manshan Reservoir are summarized. Some concrete suggestions are put forward for the future implementation of PPP mode of water conservancy projects.
