重大节水供水工程中PPP模式运用的探析

基于PPP模式可以缓解地方政府财政压力,发挥政府和社会资本双方各自优势,转变政府职能的作用,论证PPP模式在重大节水供水工程中的重要性。分析重大节水供水工程的各个组成部分,加以项目区分,并参考已有相似工程中PPP模式的运用,证明PPP模式在工程各个组成部分运用的可行性。为确保PPP模式的积极作用,其实施过程中仍须采取一系列保障措施。

Application of PPP mode in large-sized water saving and water supply projects

The importance of using PPP mode in large-sized water saving and water supply projects is demonstrated based on the functions of PPP mode, that is, to release financial pressure of the local government, to take advantages of government and social capital, and to transform the function of the government. The components of large-sized water saving and water supply projects are analyzed, and project division is performed.Referring applications of PPP mode in similar projects, the feasibility of using PPP mode in different components of projects is validated. To assure the positivity of PPP mode, a set of measures should be adopted during its implementation.
