河北省工业结构战略性调整研究

工业结构是发展的重要标志,其调整包括调整现有产业结构和实现产业结构高级化(升级)两层含义,它不仅是量的增加,更反映出工业化的水平。本文提出:短期、应急的“适应性”调整,容易引起比较强烈的结构性周期波动,甚至产生负面效应。要改变原来总是在“适应性”调整上反反复复的状况,当务之急是要寻求和设计出“战略性”调整的思路及相应对策。

Research on the Strategic Adjustment of the Industrial Structure of Hebei

Industrial Structure is an important sign to development,whose adjustm ent includes two meanings:adjust current industrial structure and achieve its hi gh level.The adjustment is to increase not only quantity,but also the level of industrialization.This article puts forward that,short term and emergency adapt able adjustment can easily cause more intense structural cyclic fluctuations eve n negative benefit.In order to chang the condition that adaptable adjustment is always repeated before,the pressing affair of the moment is to search and chalk out the line of thought and the appropriate countermeasures of the strategic adj ustment.
