摘    要:在地勘单位分类改革即将完成,事企分离不断推进,公益性职能不断突出的情况下,如何实现高质量发展是新时代公益性地勘单位面临的重要问题。文章从公益性地勘单位的特点出发,基于高质量发展的目标与要求,从持续创新能力、运营能力、保障能力三个主要影响因素入手,构建了多层次的公益性地勘单位高质量发展能力评价指标体系。该指标体系反映了影响公益性地勘单位高质量发展能力的维度指标重要性,可为地勘单位改革发展及提高高质量发展能力提供指引。

Abstract:Under the situation that the classification reform of geo-prospecting units is about to be completed,the separation of business and enterprise is constantly promoted,and the public welfare function is constantly prominent,how to achieve high-quality development is an important problem faced by the public geo-prospecting units in the new era.Begined with the characteristics of public geo-prospecting units,based on the goals and requirements of high-quality development,this article starts with the three main influencing factors of continuous innovation capability,operational capabilities,and support capabilities,following this,it builds a multi-level evaluation index system of high-quality development capability of public geo-prospecting units.The index system reflects the importance of dimensional indicators that affect the high-quality development capabilities of public geo-prospecting units,it can provide guidance for the reform and development of geo-prospecting units and improve high-quality development capabilities.
