城镇低效用地类型和认定标准探讨

文章分析和诠释了我国现行的城镇低效用地范围总体框架下的城镇低效用地内涵,它具有时代性、相对性、资源性特征。综合比较分析我国城镇低效用地类型划分和判定标准,由于缺乏政策支撑和严格的量化标准,低效用地认定困难。文章提出按低效城镇产业用地、低效城镇生活用地、低效村庄用地和其他低效用地等四种类型划分城镇低效用地,建议从产业发展、空间品质、利用强度、经济效益、民生设施、人居环境等方面进行判定与识别。

Discussion on the Types and Identification Standard of Inefficient Urban Land

The paper analyzes and interprets the connotation of inefficient urban land under the overall framework of the current scope of inefficient urban land in China.It has the characteristics of times,relativity and resources.Based on the comprehensive comparison and analysis of the classification and identification standard of inefficient land use in cities and towns in China,it is difficult to identify inefficient land due to the lack of policy support and strict quantitative criteria.The paper puts forward the classification of low efficiency urban land according to four types including inefficient urban industrial land,inefficient urban living land,inefficient village land and other inefficient land.It is suggested to deternine and identify the inefficient urban land from the aspects of industrial development,spatial quality,utilization intensity,economic benefits,the people’s livelihood facilities and human settlements.
