国土空间生态保护修复标准体系的构建研究--以广东省为例

生态保护修复工作面临生态要素和职能部门多、技术难度高、协调难度大等问题,亟需研究构建统筹山水林田湖草一体化保护修复的标准体系加以应对。文章以广东省为例,在结合实际工作和相关规划的基础上,探索性地提出广东省国土空间生态保护修复标准体系的构建思路,总结了标准体系构建存在对“两统一”的认识不足、系统性思维有待加强、部门联动机制尚未建立、关键性标准缺失等问题和难点,并针对性地提出四方面建议。

Research on the Construction of the Standard System of Ecological Protection and Restoration of Territory Space—A Case Study of Guangdong Province

Ecological protection and restoration are faced with problems such as too many eco-elements and functional departments,challenges in technique,and hard coordination,it is urgent to study and construct a standard system for the integrated protection and restoration of mountains,rivers,forests,farmlands,lakes,and grasslands.Taking Guangdong Province as an example,based on actual work and related planning,the paper explores the construction of a standard system of ecological protection and restoration of territory space in Guangdong Province,and summarizes problems and difficulties including the lack of understanding of"uniformly exercise the responsibilities of the owner of all natural resource assets of the whole people,and uniformly exercise all the responsibilities of land and space use control and ecological protection and restoration(the two unifications)"in the construction of the standard system,the lack of systematic thinking,the departmental linkage mechanism has not yet been established,the lack of critical standards and other issues,finally,the paper puts forward the suggestions in four aspects pertinently.
