| 摘 要： | 土地是农业最基本的生产要素,随着经济的发展和城市化进程的加快,土地非农化规模越来越大,农用地的减少引发了我国的粮食和生态安全等问题,吃饭与建设的矛盾日益突出;在新农村建设过程中必须进一步加强土地管理,完善土地非农化机制。

| Abstract: | Land is the most basic element of agriculture production, along with economical development and urbanized advancement speeding up, the scale of non-agriculture land was more and more bigger, the agriculture has initiated question and so on our country grain and ecology security with the place reduction, eats meal with the contradiction which constructs is day by day prominent. Therefore, must further strengthen the land management in the new rural reconstruction process, perfect land non-agriculture mechanism. |
