| 摘 要： | 经济特区与综合配套改革实验区都是中国特殊的区域战略措施，但它们是在不同的背景下设立的，不能混淆其区别。中国特殊区域战略措施可分为三个层次，即经济特区、全面性综合配套改革试验区与局部性综合配套改革试验区，三者在设立的初衷、区域与主体方面是不同的。随着改革与发展的推进，未来趋势必然是将重点放在体制机制的创新上，能否在体制机制方面明显创新，是新试验区成败的关键。

| Abstract: | Both Special Economic Zones and Pilot Areas for Comprehensive Supporting Reforms are special measures of regional strategy,but they have different background and can't be confused.The special measures of regional strategy in China can be divided into three levels,those are Special Economic Zones,Unlimited-Pilot Areas for Comprehensive Supporting Reforms and Limited-Pilot Areas for Comprehensive Supporting Reforms,and they are different in original intentions,located regions and Approval Authorities.With reform and development moving ahead,it is inevitable that they focus on the innovation of system and mechanism,and innovation of system and mechanism is vital for new Pilot Areas to success. |
