| 摘 要： | 新形势下的社区建设是对城市治理方式的一次制度变革,是经济社会发展的必然要求。要充分发挥好社区党建的龙头作用,离不开一批高素质社区党务工作者,但在社区党务工作实践中还存在着＂流入难＂、＂不会干＂、＂不愿干＂的问题。以南京市鼓楼区为例,在现象分析的基础上,可以尝试找到解决这一问题的办法。

| Abstract: | It is a necessary requirement to construct community party with development of the economic and society.Community party organizations can not give full play to the leading role,without a number of high-quality community party workers.In the practice of community affairs,there are still such problems：＂no one dry＂,＂not to dry＂ and ＂unwilling＂.Based on the analysis of the phenomenon,we try to find a solution to these problems. |
