公务员聘任制实施的困境分析及对策

摘    要:自2006年《中华人民共和国公务员法》实施以来,聘任制作为改革的亮点之一开始在深圳、上海两地试行,并且因为公务员的“临时身份”以及高薪聘请备受争议。聘任制作为以打破公务员永业制和稳定性为目的的改革方式,由于利益冲突、实际制度的短缺、改革步伐过小等原因导致聘任制的实施遇到种种困难。

The co-operation manufacture for take breaks the official perpetually held fields system and the stability as the goal reform way, because the conflicts of interest, the actual system short, the reform step excessively is small and so on the reasons to cause the co-operation system the implementation to encounter all sorts of difficulties.
