英国医疗保险体制改革评析

英国的医疗保险体系具有公平、面广、成本低等诸多优点,但同时也存在着资金不足、医疗质量不高等问题。从20世纪90年代起,英国即持续不断地进行以开源节流、扩大医疗服务能力、提高医疗服务质量为主要目的的医疗保险体制改革,并在改革中实施了一些对我国医疗保险体制改革具有参考、借鉴价值的好措施,如变身份管理为合同管理、通过利用私人资本和外资拓展医保资金来源、引进国外先进医疗技术和护理技术等。

Healthcare Reforms in the U.K. since 1990s

While having been known as fair,universal and comparatively less expensive,the United Kingdom's National Health Service had been engaged in reforms since 1990s in order to deal with problems such as low efficiency,financial deficit and insufficient capacity.This thesis purports to make comments and assessment on the reform measures,especially those which have produced positive results,so as to offer references to the ongoing healthcare reforms in China.
