| 摘 要： | 阐述了我国投资体制的变革过程，对实行核准制后电网建设项目前期工作的内容、特点和困难进行了分析，介绍了安徽电网建设项目前期管理系统在核准制下前期工作中起到的衔接电网规划和投资计划业务的关键作用以及核准制下安徽电网建设项目前期工作的实践经验。
